Licensed goods are those items that require an export license in order to pass through U.S Customs and leave the United States. Export licenses are issued by the U.S Department of State or U.S. Department of Commerce. The export of firearms and related defense articles is controlled by the International Traffic in Arms Regulations (ITAR). Defense Articles are those items designated by the President, Department of State and Department of Defense as such articles. The items so designated constitute the United States Munitions List (USML). These articles include firearms, ammunition, gun parts, etc. The complete list can be found in ITAR 22CFR 120-130.

Export Licenses are the official documents issued by the U.S. Government which identify the commodity being exported as well as quantity, value, manufacturer, source, specific purpose, seller, foreign consignee, and destination country of said articles. The export license is the key to international shipment of licensed goods.

Non-Licensed goods are common articles which do not require an export license to pass through U.S. Customs.
